Introduction
In the UAE, Value Added Tax (VAT) is levied at a standard rate of 5% on most goods and services. While VAT is generally paid by end consumers, there are certain situations where individuals (non-business entities) may be eligible to claim VAT refunds — if they meet specific conditions set by the Federal Tax Authority (FTA).
Here, we explore when and how individuals can claim VAT refunds, who qualifies, and the required process for each refund type.

🔹 4. Investors Purchasing Zero-Rated Residential Property
In cases where an individual buys a brand-new residential property directly from the developer, the supply is zero-rated (0% VAT), so no VAT is charged.
However, the individual may still pay VAT on legal, registration, or consultancy services — some of which may be refundable if related to the first supply of a residential unit.
📌 In most cases, these refunds are claimed by the developer, but individual purchasers should retain invoices in case future adjustments are required or during FTA inquiries.
